PUBLIC HEARING ON PROPOSED GOVERNMENTAL USE: LIBRARY AND COMMUNITY CENTER LOCATED AT 226 NH ROUTE 120, CORNISH, NEW HAMPSHIRE

 

  1. June 19, 2025 Meeting Minutes Review and Approval.
  2. Overview of 674:54 and Format.
  3. Review of Status of Requested Documentation.
    1. Letter from Liberty Utilities regarding proposed service to the building and whether any changes to electric poles, transformers or service lines would be required.
    2. Exterior lighting plan.
    3. Confirmation in writing that emergency vehicles and equipment could access the site and the building.
    4. Plan for a maximum attendance parking scenario.
    5. Timetable including a proposed start and finish to construction, but no intermediate benchmarks.
    6. Site plan augmented to show the Regulatory Flood Plain in order to determine, among other things, the proximity of the septic system to the flood plain.
    7. Statement from the project engineer regarding whether a new Letter of Map Amendment (LOMA) from FEMA will be required for the project.  A LOMA establishes that the lowest adjacent grade (the lowest ground touching the structure) is at or above the base flood elevation (BFE) thus removing the requirement for flood insurance.
    8. Engineer’s memo documenting the calculations for the new use septic load and demonstrating that the current system has sufficient capacity.
    9. Plan showing all proposed occupancy configurations including which doors are locked/unlocked and building emergency egress under each configuration.
    10. Letters from Police Chief and Fire Chief regarding site safety
  4. Site Review.
    1. Project Overview Including Building Uses and Proposed Hours of Operation.
    2. Site Circulation, Pedestrian/Cyclist/Motorist Safety, Parking Capacity.
    3. Public Utilities
    4. Lighting.
    5. Signage.
    6. Noise, Fumes, Visual Screening.
    7. Storm Water Management, Flood Risk.
    8. Septic Disposal and Drinking Water Protection.
    9. Alarms, Fire Protection, Emergency Egress and Other Emergency Services.
  5. Construction Impacts Including Extent of Demolition, Handling of Hazardous Materials, Noise, Parking, Hours of Construction, Project Management.
  6. Board Discussion Regarding Providing Recommendations to the Select Board.
  7. Any other business that may come before the Board.
